ERPNext is a fully open-source ERP built on the Frappe framework. It handles accounting, sales, purchasing, inventory, manufacturing, projects, and HR, and it's remarkably easy to extend.
ERPNext is our longest-running practice: we've used it to run print shops, timber-frame production, shipping operations, and our own business.

The software is. You pay for implementation, any custom work, and hosting, but never for user licenses. Frappe also offers paid hosting and support if you prefer that route.
